The objective of the OPR or [Owners Project Requirement] Document is to provide the basis from which all design, construction, acceptance, and operational decisions are made, it should be agreed and in place prior to the Basis of Design Document [BOD] being written, Commissioning Plan and other Commissioning / Project Documents.
